What actually forms an ice dam over the eave?

Two NYSERDA programs are relevant, and they work differently. The Comfort Home Program has no income test. An ENERGY STAR windows add-on pays $2,000 once air sealing and insulation are done. NYSERDA reports average savings of roughly 14% on heating and cooling bills for the Good package, 20% for the Better package and about 8% for the windows work.
EmPower+ is the income-tested route and it is considerably larger. For income-eligible households it covers air sealing, insulation and ventilation at no cost, capped at $12,000 per project upstate, with a moderate-income tier that pays 50% of cost up to $6,000 upstate. Federal HEAR funding inside the same program carries measure-level sublimits, including $1,600 for air sealing, insulation and ventilation, $8,000 for heat pumps, $4,000 for an electrical service upgrade and $2,500 for wiring.
