What does New York's energy code require in Erie and Niagara Counties?
Two federal and state documents settle what applies here. The Department of Energy's Guide to Determining Climate Regions by County assigns Erie County and Niagara County to IECC Climate Zone 5A and to the Building America cold region, the same designation covering most of the Great Lakes interior. Sitting on the lake does not shift Buffalo into a milder zone. Lake Erie moderates temperature swings on either side of the season, but the heating period is long and the design conditions are cold.
The 2020 Energy Conservation Construction Code of New York State then sets prescriptive envelope values by zone. How much snow has actually fallen on roofs in this metro?
Lake-effect snow is not distributed like ordinary synoptic snowfall. A band forms over open water, comes ashore on a narrow track, and stays put while the wind direction holds. The National Weather Service in Buffalo published community totals for the event of November 17 to 19, 2014, and the table below reproduces them alongside the reading at Buffalo Niagara International Airport, the region's official climate station. The airport number is not an error. It is what fell at that point while a band sat over the Southtowns.
The impacts were not marginal. The National Weather Service attributes 13 deaths to that event, along with hundreds of major roof collapses and structural failures, thousands of stranded motorists, and food and fuel shortages across the affected communities. Combined with the event that moved through earlier the same month, totals in the worst-hit communities peaked near seven feet of snow inside a two-week window.

Was 2014 an outlier, or is that normal for Buffalo?
It was severe, not unique. The Northeast Regional Climate Center at Cornell University reported that the November 16 to 20, 2022 lake-effect event produced 81.2 inches at a cooperative observing site west of Hamburg, 80.0 inches at Orchard Park and 76.0 inches near Blasdell, with numerous sites clearing three feet. Two events eight years apart put comparable loads on roofs in the same corridor south of the city, which is the part of the record that matters when deciding how much attention an attic deserves.
Season totals show the same volatility on a longer timescale. The National Weather Service's Buffalo snowfall record lists 199.4 inches in 1976-77 as the snowiest season and 36.7 inches in 2011-12 as the least snowy, a spread of better than five to one between the extremes at a single gauge. A house here is not being designed for an average winter. What will New York pay toward insulation and air sealing?
NYSERDA runs two routes at the household level. Comfort Home is open without an income test and pays flat amounts: $2,500 for the Good package, which seals air leaks and insulates the attic and rim joist, $3,000 for the Better package, which adds wall and floor insulation, and $2,000 for an ENERGY STAR windows add-on completed after the air sealing and insulation work. NYSERDA reports average savings near 14% on heating and cooling costs for Good, 20% for Better and roughly 8% for the windows measure.
EmPower+ is income-tested and considerably larger. Income-eligible households can receive covered improvements at no cost up to $12,000 per project upstate, while a moderate-income tier pays 50% of project cost up to $6,000 upstate. Federal Home Electrification and Appliance Rebate funding delivered through the same program carries measure-level sublimits, of which the relevant one here is $1,600 for air sealing, insulation and ventilation. How old is the housing all of this has to work on?
Place-level year-built detail is not carried in the Census Bureau's QuickFacts tables, so the honest regional figure comes from the state. New York's 2021-2025 Consolidated Plan, in its housing market overview, states that upstate New York has a significant inventory of housing built prior to 1980, with 40% built prior to 1950. That is a statewide upstate figure rather than an Erie County one, and it is reported here as such.
